New York keeps assessment and remediation apart. A licensed mold assessor inspects the property and writes the assessment and the remediation plan. A separately licensed mold remediation contractor carries out the work. The same company cannot do both on one project, and the assessor returns afterward for the post-remediation assessment. The rules apply wherever the mold covers more than ten square feet.

Yes. The returns carry the dustiest air in the house and the air handler is where moisture collects, so both are part of the job along with the evaporator coil. Cleaning the supply vents alone is a dusting, not a duct cleaning.
